In improving the governance structure and institutions currently in place in Jerusalem, policymakers face a daunting task. However, creating a Jerusalem which promotes pluralism and addressing "a right to the city" for Palestinians is central. Addressing the provision of services and basic human rights to Palestinians would not only increase cooperation between Israelis and Palestinians, but cooperation between Palestinians themselves. Hamas (although solely known in the media for being militant) plays another role as service provider and defender of the rights of Palestinians. Hamas has mobilized support through its support and provision of simple necessities and services. There are simple ways to provide services and activities which would promote peaceful relations from an early age: providing schools which include both Palestinians and Israeli children (maybe providing tax relief to parents who enroll their children in such schools); and starting sports teams where Israelis and Palestinians collaborate to promote discipline and teamwork (similar to grassroots soccer initiatives throughout Africa and South America).
With security currently being the focus of the governance structure, the city does not address the causes of violent confrontations. Apart from debates over rights to land ownership,a governance structure promoting access to services may be a way to divert the attention away from security and on to peaceful relations. A governance structure based more on municipal governance may increase the involvement of Palestinians in politics. This has the potential to lead to greater representation of Palestinian interests and social inclusion in the city's planning and governance moving forward.
